  1. Bus tie and Bus coupler both are functionally same, both are used to join two bus. But In practically,

    Bus coupler may not be installed with protection circuit, typically it is called as coupling switches (Simple switching operation), It is act as backup circuit and it is been connected with the internal circuit such as output from the same transformer or different transformer. Bus Coupler will not be in online always at 24×7 service.

    Bus tie always will be in online, since they are the main incoming source of the power plant (example). It is mainly connected between outside source such as grid, DG, another turbine etc. They have their own protection circuit.
